Kimbo my expereince with similar PSC's is that you may be confused. 

There are two issues one is the exploration phase which is subject to extensions etc and as we all know these often extend beyond what is written provided the parties are meeting the agreed work program and these can also be adjusted by Govt. to suit its needs.  The second is when are area has been explored and is then released as the parties either deem it not commercial or do not what to progress into commercail exploitation.

I think you will find that we will see the JV moving forward with an agreed exploitation plan for SNE and in parallel an agreed exploration plan for other areas but if in doubt check the PSC plus like all these things the Govt. can offer its own interpretation of the rules which you/me/others may have a different view on.

Lets all wait and see but SNE and the wider exploration area is likley to be in safe hands.
