The ten million factoring facility is not accessible until the goods are made, delivered and invoiced for.

For example....

Target orders toys with a Purchase Order (PO), BRT must then fund the manufacturing and delivery of the goods. They cannot issue an invoice until the goods are delivered, this is when the Factoring Facility kicks in. They get paid immediately via the Factoring facility in stead of waiting the 30,60 or 90 days they might otherwise have had too.

The 5 million Purchase Order Line of Credit (PO/LC) which hasn't yet been finalized would have paid on the Purchase Order but the Factoring Facility doesn't pay on PO's only on Invoices.

Hence the need for the MFC money or money from somewhere. The manufacturers need to be paid or the supply chain stops. If the supply chain stops no invoices can be written. They may have PO's in place for as many millions as you might imagine, which is totally irrelevant if there is no money to make and deliver the goods.
