    I don't believe there is any FIRB approval for a deal on an African asset - but using a Dutch (Antilles) SPV removes any jurisdictional uncertainty and delivers profits efficiently to the shareholders (Ganfeng and FFX and us) fortax purposes. The SPV will be subject to Malian tax of course - but sounds as if it will be using primarily debt finance...
