representing the bank - means that the bank said ok ------------------ that's acceptance.
to then knock back an approved loan on an accepted condition - is --------- breach of contract.
Since that breach of contract resulted in substantial loss for the bloke - I would say he has a good case.
It would be interesting to see what the banking ombudsman says about it.
