For anyone not familiar with this Veteran contract of the file transfer service, Its my understanding that this wont just be annual revenue from the subscription fees. SHG get a file transfer fee for every file that is sent (From memory $1) so the more active users the annual reoccurring revenue increases plus the File transfer fees will begin to also increase. I also think they will offer cloud storage for users who have a significant amount of data.

The US like the litigation pathway so no doubt to any veterans (and also current serving personal) for them to have access to their scans would be important for any compensation claims that may arise due to workplace injury. I think that when new recruits are admitted to the army they are given a xrays etc of knees and and the like so would be great if these contracts followed through to active personal and then they naturally progress into the veteran contracts once they have finished.
