There are multiple reasons for commissioning to go slowly.
Chemistry, contol systems, mechanical and electrical issues, the list is endless. You never know what's going to happen until you try to crank it up. It may just be a matter of getting enough stock into each stage to allow a decent run time to nut out issues.
They will work it out and get there eventually. 20000 of us screaming "Are we there yet?" on a daily basis will make not a jot of difference to the grand scheme of things in the end.
It will produce when it is able to do so.
