Your editorial comments are somewhat at odds with the content of that linked article. Germany are defying the plan precisely because of globalisation, in that China will simply fill the gap of producing combustion engine cars if the EU stops production. Also, the reason why Germany is firing up mothballed coal fired plants is because of the trade wars with Russia. As far as I know, Germany are in the process of transitioning away from fossil fuels, so it's no surprise that a cessation of gas from Russia would have to be supplanted from other sources - they're transitioning, not transitioned.
