Hi Tweety2,
I have been keeping a very close eye on China's attempt to clean up its environment, reduce power usage and close inefficient plants. Even in China new plants take time to build and commission though in China it is years quicker than in OZ.
Chinese firms will want to make sure of the new technology before investing and only after it is proven will they start investing and building.
I still give GBG/Victorian EPA the front position to be first over the line.
