I'm a bit confused with what you are saying.
Are you saying the Opex for Saudi oil is $91/bbl or that they can only afford to run their country with $91/bbl oil otherwise they will be going broke?
Not sure which conspiracy site you subscribe to but either way you are 100% wrong.
