Try thinking of it this way.

The “Cleaner” this report is, the better the follow-up reports will be.

This report will show the issue at hand wasn’t compromised by poor procedures and inefficient controls.

so, it follows, if things were done wrong, then conscious decisions were made to circumvent those procedures.

from here, noone can claim they made a mistake, but it wasn’t intentional.
noone can claim, mistakes were made without intent.

noone can claim, “at this point, what difference does it make”
