The problem with this solution as with AMD is that bureaucrats in many areas & at all levels, hate having current cosy little empires for regulatory supervision & compliance disturbed. Many would also prefer to see continued environmental degradation rather than have a company make money solving problems - get rid of the problems then there's no excuse for the same level of govt funding for their cosy little empires!
