Certainly not the sole reason, but why would you try to farm fish in less than optimal conditions. Chronic stress reduces growth and FCRs considerably. Chronic stressors result in high Cortisol levels, this causes Catabolism of the muscle and deposition of fat reserves (fat fish little meat) and Lowered immune defence (More prone to disease)

Staffing in Whyalla (believe it or not) is absolute BS.

From what I understand (could be wrong) Cleanseas moved all grow-out operations to Pt Lincoln. Its just much cheaper to centralise all operations (less boats, staff, lease fees etc) Also CSS probably don't have enough fish in the water to warrant 3 grow out sites. Perhaps with a successful hatchery run you may see these sites open again.

As for opening a fish farm, The joke is how do you turn a big fortune into a small fortune....? Start a fish farm.
