All of the conjecture and scuttlebut and we have enjoyed a fair bit.

I suspect KAR do not want the deep sea stuff - too expensive and another skill set so JV partner has to be one of major Oilers not minnows.
Perhpas enter WPL ( conjecture) this is or was the tie up - we take most of the shallow - they take the deep sea stuff.
