It is most definately not neutral. The population is ageing faster than ever now and many more are reaching retirement age. Most corporations would use it to reduce staff and not replace them, its what they do and given an easy out they will do it. They just push the extra work onto everyone else.
The whole reason the Government raised the retirement age is because they don't have the money for the pensions.
You wouldn't be able to discriminate between who gets to retire early and who doesn't, there would be masses of retirements and very few new young people employed
