By the way, why don't one of your relos put on a hard hat, carry a rolled up poster like a site-plan, rock down to the site and have a real sticky-beak, if they are close enough to see the flare?
As for the pre-halt SP dip - it has been all over the shop in the past few months and there are always some who want to close their positions just before facts are due.
They don't mind forgoing the first bit of a surge if it allows them to minimise risk exposure - smart, and good traders can get back aboard.
As far as whether the news is good or bad (and your post suggests good), it seems logical to me that bad news would have seen a halt before any trading commenced for the day.
Alternatively, late enough for insiders to bail out (theoretically speaking, of course) and, as it was, there was not a sufficient volume traded prior to the halt to suggest insiders bailing out.
