Horizontal flare would probably make the flare sat image look wider because the flame is fanning out, compared to a vertical flare where the boyancy of the methane would lift the heat column directly upward to create a more narrow core on the sat image. IMO not likely to create a major difference in size- even when the flare is horizontal, the gas naturally rises rapidly anyway (as you can see in the image where the flame arcs up), and won't fan out enough to create a misleading estimation.
