I haven't looked closely at the flares but I wouldn't sweat it if there's a decline in the flare size following a lengthy shut-in. The well will blow down initially and we don't know when it was opened.
The reason you do an IP30 is so you can produce a reasonable estimate of flow, not some basbastically unrealistic number that inflates expectations Nd creates distrust amongst investors.
I haven't looked closely at the flares but I wouldn't sweat it...
