Everybody will have their own version of how such a love will be applied to todays problems. To produce a de-militarised planet will require treaties, assurances, mountains of legislation and oversight, who is going to write that all up and impose it on humanity so that there are no losers? We need equality of the sexes, who will write and impose a universal charter for the equality of women and hold the majority of religions and cultures to it? Who will establish a common, universal-auxiliary-language so that all of humanity can communicate this neighbourly love from heart to heart? Who will accept that their religion is a brother or sister religion of equal worth to other religions. Will Christians as they express their love for their neighbours accept that Islam, Hinduism, Buddhism is every bit as true as Christianity? What religion will make this clear and obvious so that the various religions might love their neighbours? Who is going to impose limits on extremes of wealth and poverty so that this neighbourly love manifests itself in material forms? What religion is going to declare that science and religion must be inharmony so that the theist and scientific neighbour might find a common purpose to express their neighbourly love for each other? What religion is going to lay out a blueprint for the elimination of political parties that cause as much hatred as differing religions. What kind of social model might we use so that neighbourly love can transcend politics? And so on and so forth. Love thy neighbour as thyself is a good start but it then requires a grand insight into all the human social and cultural aspects that have to be modified to bring that to fruition and that does not exist in Christian scripture.
