Unfortunately that agreement has nothing to do with the Section 23 application that is currently with the SA government and has been ongoing for around 2 years. The Adnyamathanha aboriginal corporation are currently under administration due to the misuse of funds and cannot agree to a Native Title Mining Agreement.
The delay is frustrating and very poor by the South Australian aboriginal heritage council, who basically have not been doing their job and submitted a report to the Minister in a timely matter.
Taruga's share price rise would in some part been to a charting report putting them as a buy if they broke 3 cents, may also be responsible for some of the sell off.
