It is interesting to note that the report was commissioned for CETO Wave Energy Ireland.  Among the partners of MARINET is the University College of Cork and the Sustainable Energy Authority of Ireland.

If you go back over some announcements from 2013 you will see that CWE has agreements with both organisations (sorry I could not post a link, look at announcements around May 2013).

It would seem that a lot of work has already been put toward developing CETO 6.  It would also seem likely that Ireland are right in the mix as far as getting a project of their own.
