This issue keeps coming up. Its not a conspiracy. It is not possible to pump oil out of the ground with-out the appropriate licenses and approvals in place, not to mention the associated engineering issues, such as where are you going to put the oil and how are you going to load it into trucks, how is the water removed and how much oil can be allowed to flow out of the well without damaging the resource/reserves ratio
