I agree with your idea of a major broker "churning", Goldfinger. Which (personally) makes for a warning sign to not get sucked in to selling due to a false sentiment set-up.
in reality I reckon IVR is a buy yet the "broker" is trying to set-up a situation where us lot get frustrated with the lack of sp appreciation & sell to the said "turd-broker".
