Like it or not, the West can never understand how to do biz in China. But never underestimate the importance of building relationships in China, even if it starts at the provincial level only. It doesn't hurt for sure. Elevate the bureaucrats' standing and make sure the benefits of the Israel - China relationships accrue to the rest of China, and watch the political star of Mr Ma rise.
