A hint could be taken by what Henry said of Ron, “he still thinks it’s his company.” Hard to think that it’s just money Ron wants at this late stage of his life. He probably wants his legacy as someone who has done good for the world. “Doing good while making money” was one of his catchphrases.
If decentralisation of waste water treatment is on a secular trend, he would probably do all he can within his influence, and within his voting power as a 30% stakeholder, to push FLC to be a whale. That’s my reading. I could be wrong.
