This is my take. Zhejiang Tiandi (ZT) is developing the software around Aspiral because they have taken a leaf out from the Huawei syndrome. If you have been following Huawei's saga, Huawei's reliance on Google's operating software, Android, is holding back their own growth now that trade restrictions are in play.

In other words, ZT realises that hardware will always be their weakness because they cannot catch up on Israeli's engineering strength. Nor do they want to because they don't to upset the new global trading rules. In order to NOT wanting to get caught out, just as Huawei was caught out in the latter's reliance on Android, they have to develope their own operating software.
