    I don't believe these bids/scores are related to Fluence directly.
    These are the engineering contractors who are bidding to do the municipal construction for the plant.

    Liaoning Huahong and Fluence would have had to pass the SUBRE cold weather design specification through a provincial design institute for approvals (similar to council/EPA approval in Australia) before this bidding would have taken place.
