The dose is still too low. The only danger was when baby formula producers in Australia (still normally added in countries without it in the water supply) used it. They no longer do due to the double up.
Ultimately mortality and morbidity studies find a significant benefit from water fluoridation. Studies have been unable to conclusively show a detrimental effect that approaches this benefit.
