i just contacted CP by phone and I was informed that this avenue will be investigated by independent bodies and will be confirmed be available with all the fancy marketing talk by the end of the month. It is FULLY OPTIONAL for FMF holders. September can't come soon enough. I feel that June/July is a critical month for CP more so than the previous months due to the extended deadlines. If they survive this period, the next major test is September when redemption are unfrozen. Michael West was right in the sense that it will be a white knuckle ride.
