The state of Rio de Janeiro is on the coast, bordering Vale's IO mining hub, Minas Gerais, just inland. Deaths from "undetermined causes" (read COVID 19) have spiked 6,100 % since last year. The capital city, Rio, where the 2020 carnival attracted some 1.9 million tourists only 2 months ago, has recorded 6,000 CV cases and over 500 deaths. That's reported cases. The city's health system is at breaking point.
Yet thousands of stores are not complying with restrictions and the Governor is talking about resuming commercial activities.
