Reality is that is what they can charge but they can also charge AGO 74m which I would imagine would sit nicely thank you. I would hazard a guess that if you were to use your own haulage and carts and not FMG's then perhaps they rate would be higher....but Im no economist. Perhaps also the higher charge is related to higher IO prices we don't know the full story here yet.

Im sure come July we will know where we stand, this sort of headline you would think would help FMG sell their part of the infrastructure to get their debt down so whatever the figures are its all positive for everyone the sooner we know whats what the better.
