He could participate in the divy reinvestment plan his 850 mill divy would get him 90 mill shares at $9.51 each.
or he could put up 1billion of his shares as margin collateral to buy another 1 billion shares at 50% margin ( prob 3% interest ) that would get him to 66% ownership. Of course that's ridiculous how could you buy a billion shares
