Dividends are paid out of after tax profits on which the business has paid tax at 30%. Hence, the dividend recipient is deemed to have prepaid their tax share at 30%. If the recipients tax rate is less than 30%, they are and should be entitled to a refund on the excess tax paid on their behalf.
This is no different than if the business was an unincorporated entity such as a trust, in which the pretax dividend is taxed at the recipients personal tax rate.
Beware of the Bolsheviks who use the taxes of savers to incentivise non-savers to vote for them by offering extravagant welfare schemes that disincentivise self- reliance.
