you are only looking at fully franked dividends.
In your scenario the person earning $10k from dividends is perfectly entitled to pay no tax if that is all of their income. Even if the dividends have no franking.
what the change will do is stop refunding the company tax, to taxpayers paying no personal income tax. Those with personal income tax payments can still offset (i.e. you don't pay double tax) - but those without tax payments can't get cash back (which currently means that money is not taxed at all at either company or personal level).
