No, they are not being taxed on their earnings - they are agreeing to have a company pay tax on its earnings.
the whole 'woe is me' attitude to these non-taxpayers who have 100% choice of what to do with their investments is a little ridiculous.
People who restructured their investments to take advantage of this tax agreement can easily restructure again once it is removed.
For those with an income above the taxable rates - franking credits can still be offset. It is only cash refunds that are being changed.
