Maybe I am naive in these things, but I am curious why they were allowed to start mining by the state if this was an issue to begin with?
You can assume the state obviously wanted the revenue and jobs, but surely there's an onus to ensure everything is sorted before operations begin?
(not playing the blame game or trying to justify anyone's actions - looking for a bit of education around how this stuff works)
