    On the 18 April 2018 the Department of Infrastructure, Regional Development and Cities and a 23 April 2018 Shire of Ashburton meeting mentioned plans that involved PIOP seemingly very clear yet a month later Flinders Mines made an announcement which appears to contradict what was outlined by the council and Government department.
    On the 21 May 2018 Flinders Mines announced on the ASX a retraction of their 45Mtpa for 14 years production target saying they are, “Not presently in a position to provide a production target” and “The Company has been unable to progress infrastructure discussions”

    “This proposed transhipment port will have a design capacity of 50 million tonnes per annum (Mtpa) and initially export no less than 25 Mtpa of iron ore from the Pilbara Iron Ore Project (the foundation project) for an initial period of twenty years
    .
    “This proposed integrated port-rail-mine project will initially connect the Pilbara Iron Ore Project (PIOP) iron ore deposits via a 20 km conveyor and 162 km heavy haulage rail line to the Balla Balla port facility for export.”
    “The expected development cost is $5.6b, comprised of $2.4b for the PIOP mine, $1.4b for the port and $1.8b for the railway.”

    “Significant iron ore deposits exist to the south of the proposed road upgrades,”
    Two major proposals / projects likely to benefit from the road being sealed are Flinders Resources Balla Infrastructure (BBI) Project and FMG’s proposed Western Mining Hub.
    “BBI Group is currently undertaking a bankable feasibility study”
    “The project involves the development of a major Pilbara Iron Ore Project (PIOP),
    located west of Stage 4A, which will be linked via conveyor to a new 160 km multi-user railway network (Figure 4). The railway will extend from
    PIOP to a new trans-shipping operation at Balla, near Whim Creek, on the Pilbara coast
    .
    “The BBI project is expected to create more than 3,300 jobs during construction and 910 jobs once operational. Yet, whether this project benefit locals or not depends heavily upon the status of the Karratha-Tom Price Road. The mine design currently includes an airstrip allowing for fly-in-fly-out (FIFO) operations, which would compromise local jobs. However, BBI Group has indicated that drive-in-drive-out (DIDO) arrangements would be considered viable if the road were sealed, allowing workers to be bussed between Karratha, Tom Price and the project site.”


    21 MAY 2018 PIOP Maturation Programme Update and Retraction
    Retraction of Production Target As announced on 31 March 2017, a strategic review was undertaken by Flinders to identify the best path forward to unlock the value of the PIOP assets. At that time, the Company noted it was targeting an annual production rate of approximately 45Mtpa for a life of 14 years subject to further maturation test work and external infrastructure solutions. The Company has since become aware that this production related statement may constitute a “production target” as defined in the ASX listing rules, which requires disclosure of additional information pursuant to Chapter 5 of the ASX listing rules. Given the time that has elapsed since making that production related statement and the subsequent findings of the maturation programme, the Company does not at this stage intend to meet the disclosure requirements for that earlier production related statement. As a result, Flinders retracts the production related statement made on 31 March 2017 and advises that this information should be disregarded. Investors should not rely on the retracted information as the basis for an investment decision. The Company is not presently in a position to provide a production target as defined in the ASX listing rules as further mine planning, infrastructure inputs and financial modelling is required to confirm a production target and mine life estimate. To date, the Company has been unable to progress infrastructure discussions.
