I recall seeing a few little spikes like this for FLN and other similar stocks before. Everyone dutifully assumed that it was insiders trading in advance of good news. Then the news comes out and it's mediocre/bad and no 3Ys tip up.
Maybe people are ramping it - knowing that a spike just before the lockout period looks like "insiders". The trick would be to ramp and sell before the absence of an Appendix 3Y can be noted, since there's a delay.
