I understand your attempted analogy but it does not relate to this situation.

By telling man't they are doing a great job, when they are not delivering, and then rewarding for non/sub performance, don't you think that sends the wrong signals?

If you employ a chippie for example and he has to completely rework multiple times, do you give him/her a bonus and a pat on the back? I suspect not, I suspect that more drastic action would be afoot.
