Could it be that the dirty work is being left to the Governor of New South Wales who according to law must consider if this bill is inconsistent with Federal legislation and as such the PEP-11 extension should be granted approval.
If the bill is not assented by the GG then NSW pollies are in the clear as they tried to stop PEP-11 and Feds are in the clear as they followed the law in the process.

You missed out that Courtney Hussos office has allegedly never seen the NOPTA recommendation.

NSW appear to have delagated to another decision maker as well.
