Well then we know building a pipeline for the PEP11 gas has no environmental issues since the State is desperately trying to introduce new laws to outright ban any infrastructure, otherwise they'd just default to environmental issues to prevent the pipeline.
Laws have to be fair and just. What makes a Law just? The absence of emotions and bias. If this new Bill has come about because of subjective community opposition, and from what I can gather it's opposition based on emotions rather than hard scientific evidence, what do you think are the chances this Bill will pass?
