Infose, Eu QE only began in February of this year. Since an Eu central bank has no printing press to print money it relies solely on it's bond sales. While I am sure that there were international buyers of Euro zone member's sovereign debt, the bulk of these bonds were bought by the ECB who have to print to buy, although I have not looked at it's balance sheet so I do not know the details or extent of this. The Americans do not have to print as they had sufficient international buyers who did the printing for them, thus allowing the US government to conduct deficit spending.
