Despite the current SPP not needing to be significantly underwritten due to over subscription in any way, shape or form and without trying to seem like a conspiracy theorist, I would still suggest a high probability of RFE paying a fee to Bailleau's as some point to encourage the production of reports providing high indicative price targets to entice retail investors buy stock while larger sophisticated investors offload their .32c stake. I'm not saying that the company's fundmentals aren't the sole reason why the SP has improved recently, but it would be almost naive to rule out the possibility of what I've described.
