Yes, those off-take agreements that are carefully drawn up and as you say put 'in place' but not signed or made formal are very, very common.
The formal name used for such agreements is "Yet to be Enaged off-Take Initiatives" or YETI.
Unfortunately, just like it's mythical namesake the existence of the Yeti has never been proven, but we do have some blurry images dating back many years.
