I am not sure what the precise procedure is here with this trial but I am of the belief that trial sites can recruit more than the average, meaning there would be a requirement for each country to get a base number, but unsure of this also, but if one site gets many applicants then when the quota has filled the sites that have none, just dont participate.
For example, an easily accessed trial site may get more applicants than another site that is not so accessible or has fewer potential applicants in the region.
It may just boil down to either total clients per country or even total clients per trial.
I have no definitive information on this aspect for this trial though, so its just thoughts.
