Why do you think 5.5m was / is used in the placement - for drug manufacturing... yet only another 1.9m for the entitlement offer? total 7.4m to get to futility.
could it be there is a minimum surcharge (as with any and every type of wholesale product) and a minimum order quantity, commanding that high price.
