Why is it contradicting ?
My take is that the CR should have been done 6 months earlier @18c
Unfortunately by the time they did the CR the Bio market turned for the worse. Did anyone predict the 87 crash? Or the other 3 that followed..

They did raise $23 mill and it’s given us a shot for huge ROI..$$
All you armchair MD ‘s and CEO’s would not survive for 1 year let alone 20 yrs…Lol
