The financial covenant is in the 4th point you copied:
Introduction of a financial covenant based on comparing actual quarterly underlying EBITDA performance to budget,with a 20% variance trigger
They may not have a budget for this quarter, but the EBITDA budget is basically 1/3rd of the debt, hence I'm assuming they put those same terms for this latest quarter.
