The USA froze between $2 billion to $3 billion worth of Iranian assets in the USA. It has frozen between $100 billion and $120 billion of Iranian assets worldwide.
Obama did release a few billion of sanctioned money back to Iran but it was used for humanitarian and non military purposes, and was strictly monitored. It was money that belonged to Iran that the US "permitted" them to have back.
