Used Skype which is usually very poor and unreliable contact but was sufficient.
Bill outlined the situation as we all know it by referring to the letters he received and comparing the "impositions" to the present contractual agreements.
Some suggestions that World Bank is concerned and keen to assist.
Miners have not combined to present a joint action but some of the larger companies are no doubt exerting much pressure on their own behalf.
Bill has no additional information about negotiation process - with whom and how.
The letters received indicate a lack of understanding of the history of Anvil's effort in the Congo.
The item on social assistance indicated no understanding or knowledge of the work Anvil has done for and with communities.
In responses to questions it was obvious that the feasibility studies and the process used with such results are being looked at in a unique manner by Congo Government.
(suggesting a lack of understanding of such matters and processes used universally worldwide)
Bill is hoping that during negotiations when the Government understands the history of Anvil's development in the Congo - past processes - etc that there will be adjustments made to the demands and additional imposts outlined in the letters.
Bill was careful not to answer questions that required speculation and careful not to make overtly critical comments relating to Government or process.
His outline of the process and lack of communication was sufficient to inform all so that we can interpret how poorly managed the whole process has been.
"The Government is finding its way and needs help. Help which the world bank can (WILL?) provide." (Not an exact quote actually)
Perhaps all is not lost yet!
Hopefully some positive changes will take place during negotiation.
Maintaining present contractual arrangements may still be a possible outcome!
