So because one group have exposed themselves to a potentially unfavourable position, those that haven't should should join them too ------ on what basis, philanthropy?
Get real. It's not small shareholders that are keeping this from happening & unless the few biggies that are holding out are induced to accept, PDN will not get the 80% no matter how many times they extend the offer. & if they don't get the 80% then why should small holders be subjected to unwarranted CGT?
